§ 4-10. Cruelty to dogs or other animals.

(a)

Abuse: It shall be unlawful for any owner or person to be cruel to a dog by cruelly beating, torturing, mutilating, clearly failing to provide food, drink, or shelter, or otherwise abuse dogs or puppies or other animals.

(b)

Abandonment: It shall be unlawful for any owner or person to deposit or leave within the corporate limits of the city any animal without first having a specific home within the city for the same.
